Also, I would like to note that the paper goes over the top of the roll in the holder. This way it hangs further away from the wall and is thus easier to grab.

That's exactly the point.
However, I used to infuriate my sister-in-law a few years ago when I would switch her rolls around to roll over the top. Her kids were young then and she didn't want to make it any easier for them to grab reams and reams of toilet paper when sitting on the toilet.
Those of us with cats know that if the roll goes over then some cats will play with the dangling bit, often pawing at it until the whole roll unravels! And then they'll proceed to attack it and tear it into bits for you... And I buy double rolls!
Always have to remember to tuck in your dangly bits.

i happen to fold at home and scrunch at work. something to do with the quality (or lack there-of) of paper at work
I've selected Other for the poll, although I'm more a scruncher.
The reason being is that although I scrunch, I make sure that the number of sheets used is 5 +/- 1 depending on the well, er.. consistancy?
@Herne, I have no idea what your are letting your cat do, but I've never had any of my cats do what you described!

Well, that settles it then. Who could argue such overwhelming arguments. 
Folder here. Not just for toilet paper either. People often wonder how I pack so much stuff into small bags, and the answer is folding.
As for the way the toilet roll goes, I have to agree with Woolly.
This had be laughing out loud at my desk this morning.
